Integrating Transport

In this pamphlet, Professor David Begg reviews how far the Government has come, what has really been achieved and what can be done in the future to revive our transport network.

The pamphlet follows the 2003 review of the Ten Year Plan, which showed that the Government has fallen short on many of the targets. Professor Begg argues for greater political bravery, recommending a number of measures including road user charging, intercity high-speed rail links, smarter and increased bus networks, and balancing across subsidies. Professor Begg also insists that the transport policy needs to be about behaviour change as well as infrastructure development.
