This paper addresses the challenge of constructing and justifying a ‘core package’ of NHS services that would bring significant benefits. The paper outlines the important consequences of a ‘core package’ of services and assesses the feasibility of designing such a package by drawing on experience from home and abroad. The Commission builds on its findings on the feasibility question and makes recommendations as to how the task of defining a core package of health care services ought to be undertaken in the UK.
