Health and social care face major pressures. Currently, they are separately-funded functions that operate in very different accountability frameworks, with national government accountable for NHS services, and local authorities responsible for social care. This fragmentation leads to many undesirable consequences, including higher costs to the state, which are only set to worsen as our society ages. Evidence suggests that closer integration could help resolve these problems and achieve better outcomes for patients and carers.
