Choice: The evidence

This report provides an evidence-based analysis of the effects of choice systems in public services.

It brings together the research findings from a range of international and domestic studies on the impact of choice on provider schemes and draws conclusions about their further introduction in the UK.

It focuses on choice in health and education and examines how well user choice has been implemented, how well it has functioned and the benefits and disadvantages it has delivered in Europe, Scandinavia and the Americas. It also draws together general criteria for identifying the conditions under which user choice schemes have flourished.
